Applying for Work permit from Jamaica

Hi, My husband and I would like to work in Canada. We are in Jamaica looking to find ways that both of us can enter Canada at the same time. He is looking to work as a Construction Labourer/Helper since he has years of experience in that field. After he applies for a work permit and it is approved, can I apply for :
1) a Open Work Permit while we're still in Jamaica or
2)Enter Canada on a Visitor Visa and apply for a Work permit inside Canada?
or
3) Apply for my own work permit while outside of Canada?

1) Based on the information you have provided, you will not qualify for an open work permit. In order for you to qualify for an open work permit, the skill level of your husband's job needs to be NOC A, B or 0. If he gets a work permit as a construction labourer / helper, this is either NOC C or D. So you won't qualify for an open work permit.
2) See above.
3) If you want to apply for a work permit on your own, you need to secure a job offer from an employer in Canada and that employer needs to get an approved LMIA.
