You should apply as soon as possible because actual processing times may vary from the posted average.
That said, go ahead and apply online now and if you are approved, you can ask to have it stamped in the US.
(If you are applying from Pakistan, good luck. The posted time is 27 days, and many cases reported here have surpassed that time.)
