The problem is that flagpoling would mean leaving the country which you are not supposed to do during an inland application. If you get refused (which is possible, they might think you worked during your 6 month visitor stay to support yourself or something a lot of people have been refused in the past) you are risking your entire application and life in Canada.
Like Screech339 said, hopefully they will let you back in. But it's a hopefully not a certain.
Also remember to apply for OWP with your Inland application if that is what you chose to do.
And I had no idea UK allowed applications in October-November for next year! For us (Sweden) we could start apply during the first days of January and that was it.
And yes, you are still technically applying for IEC from Inside Canada as you are not in the UK when applying. While you can apply here remember that it will take some time to get all the appropriate documents sent to you. But I am sure you are prepared for this.
