I will like to find out if it is possible to apply for spousal open work permit outside of Canada to accompany my spouse with our children to travel to Canada to resume as a student student. My spouse just recently received a student permit approval.

Why didn’t you apply together? You say you want to accompany them to travel so why not a visitor visa? You can apply if eligible and depending on where you live it can takes months to process.
 
My spouse has already applied and recently received the student permit approval.
What is the best approach to adopt?
spouse open work permit or visitors permit. Since we want to go together with the children?

So your children have visitor or study permits too? Are you going to visit or stay? Are you eligible for an SOWP since you didn’t apply at the same time.

If the children are over 5 then apply for study permits. You apply for what you want - visitor/ work permit. Timelines are months. You will need to show funds for the 3 of you. Because you didn’t all apply at the same time as your spouse (which you should have), your applications will be further scrutinized. Your spouse’s study permit may have been approved because your spouse said that the family was staying behind (tie to country and return).

OWP is really the proper permit for spouses of international students. TRV is meant for visitors.
 
Hello,

I am at the very initial stage of a student visa along with open spousal work permit. My wife applied to Uni of Manitoba now we are waiting for a Letter of Admission. My question is at what stage we apply for Open spousal work permit? and how much funds to show for spousal?
 
If you apply together then your applications are processed together as per IRCC.
Or you could first apply for the study permit and once you have it apply for the open work permit. No guarantees either way but in the latter case it's unlikely to be approved in any reasonable length of time in case you live in the Indian subcontinent, due to long processing times
