Applying for PR while my TRV is still valid

My wife currently has a multiple TRV for Canada that doesn't expire until late 2017.
Can we apply for her PR while her TRV is still valid? I have seen quite a few threads where people are saying that you probably wouldn't get a TRV if you have an active PR application. Just wondering if the reverse is also true.

No, the reverse is not at all true. Her TRV will have zero effect on a PR app.

I'd say the effect of her TRV on a PR app is zero AT WORST. It may even help.
