Applying for Outland Spousal Visa without PCC

I have all the documents ready that are to be uploaded for my wife's spousal visa application except for the PCC. The PCC is taking some time but we will have it in the next two weeks.

Can we submit your application now online and submit her web form later once we have the PCC?

You should only submit when you have a complete application.

One of my friends suggested this.
They had a paper based application and their lawyer recommended they submit the application while they wait for the PCC

they Didn’t face any issues. Was wondering if other peoplE had any contrary experiences
