Hello, everyone. I just want to ask a question regarding my friend who wanted to apply in MPNP through close relative. He has a first cousin in Winnipeg. Here are the questions:
1. He came in the USA as tourist but he is out of status for 7 years. He is a tax payer and has a clean criminal record. Is he still qualify to apply for MPNP even he is out of status in the USA?
2. Can he apply/submit the documents online while he is still in the USA? Or did he need to go back first in his home country and then apply?
3. Is it okay to apply an FBI clearnce in the USA even he is out of status there? Because FBI clearance is one of the requirements in MPNP.
