Hi,
I'm hoping to bring my wife over from Paraguay on a PR visa sometime within the next year or so. We're submitting our outland application this month. My wife is very eager to go back to school (she wants to study Art History), and would like to start studying either in Jan. 2015, or Sept. 2015. Our PR application will very much likely still be in review at that time. Will she be able to apply for an international student visa while her PR is being processed? If she can, could this raise any suspicions at CIC (it might look like I married her so she can come to Canada to study)? She's never applied for any sort of visa to Canada (or the US), but we're still worried.
