Applying for Express Entry while on Study Permit

Hi,

I will be starting my second graduate certificate program in January. I have applied for a study permit extension and was wondering if I can create an application for Express Entry? Are there any chances of study permit extension being denied because of my intent to apply for PR?

After a bit of reading I came across something known as Dual Intent

You can create an EE profile and it shouldn't have any effect.

Dual intent is for entering Canada, not those who are already in Canada.
