Applying for a non-accompanying child

My daughter (19 years old) was included in our immigration file (as a non-accompanying child). Me and my family are now PR holders and now she wants to join us. Knowing that she has a UCI#, can she just request a visa directly through the visa center or I have to apply for her from Canada? Please if anyone has any info to guide me, I would be grateful. You can apply for her from Canada.
The process can take 12 months.

You have to apply for her from Canada. You will need to submit a full new application. Processing times for dependents is typically 6-8 months.
