If you are landing in Canada for the first time to become a PR, then you only need your COPR.

You need to apply for a US visa (B2).

haha no, I meant - from the Canadian PR POV. I have a visitor visa for the States

If you are traveling by land / private car, then you can re-enter Canada using your COPR. If you are flying, you will need to wait for your PR card.
