Apply work permit at the border

Hi, I am writing to ask whether I can apply for my work permit at Canadian border.

I hold a passport of China, and am current working in USA on an H1B visa.

I have accepted an Assistant Professor position at a university in Quebec. I have the offer letter from the university.

I have received the CAQ from Quebec government.

I have a multi-entry Canadian visa (temporary visit).

I have submitted my work permit application online about 3 months ago. So far, I haven't heard anything. Considering that the processing time may be longer than 3 months, I was wondering whether I can apply for my work permit at the Canadian border.

I think one of the requirements is being a citizen from a visa-exempt country. Please check this link:

I suppose to start my job in the middle of March. Complete silence in the immigration office really worries me...

Hope I can get some information from them.

I still haven't received my work permit. This worries me very much before I am supposed to start my new job on 4/3/2017.

However, I saw an update on CIC website last Wednesday:

Application status: We received your application. We will send you a message when there is an update or if we need more information from you.

Final decision: Your application is in progress. We will send you a message once the final decision has been made.

I assume this means they have started processing my application. Is that correct? If yes, do you know how long does it usually take to finish?
