Apply visitor visa for whole family or just parents?

Hello everyone
My brother, his wife and 2 kids (5 and 9) want to visit Canada to see me for a month. I am a Canadian citizen, my question is am I better off applying for visitor visa for the whole family of 4 or just my brother and his wife? Which chances are better for approval? I think my case is stronger when only applying for brother and his wife, as their kids will still be in India, which makes the possibility of him returning to India stronger..

Any thoughts on this will be greatly appreciated..

Depends on if the parents can show cash in the bank, strong ties to return and travel history for all 4. A month long visit is a long time if parents are just applying because they are leaving their kids.

So how much do they have in cash in the bank? What are ties to the parents to return and not just kids?

Yes in general there will be higher chance of approval if the children do not apply for a TRV and remain at home. If they get approval and the parents visit they can attempt to get TRVs for the children for subsequent visits.
