Apply Visit Visa before getting married or after?

Hi Team,

So, I'm a PR holder and citizenship is in processing. I wanted to get suggestions and tips from everyone here.

I want to get my fiancee after marriage which is in July 2019. My plan is to get her here on visit visa and then apply for spouse visa and get a work-permit while that is processing. So, is it better to apply for Visit visa for her after marriage or before marriage?

Please suggest what is the best approach.
