Apply PNP if EE doesn't work (if haven't received an invitation within an year)

I have a question from everyone here on this platform, I am currently studying in Canada but based on my previous job experience I have enough CRS points that I may apply for Express Entry. Now I have a question , let say I apply for Express Entry and do not receive invitation within an years time before my application expires, can I still apply for PNP of some province and get my points added to old or new EE application? How many times we can apply in Express Entry , is there any limitation ?

That's exactly what I did.

There is no limitation on getting into the EE pool.

Thanks , I also wish to know if TA /RA experience counts as Canadian work experience Federal Skilled Workers Class being on a status of full time student? and what does NOC 4012Post-secondary teaching and research assistants represent ?

The cic website says :

Employment requirements

Enrolment in a university or college program is required.

So is it good for full time students? can I apply on its basis?
