Apply for replacement PR card from outside Canada

My friend did a soft landing and applied for PR card giving someone's Canadian address. This PR card is now lost. Can my friend apply for a replacement from abroad giving a Canadian address? They dont have any plans to visit Canada soon, so they dont have a need to apply for PRTD. Can they just give a friend's address apply for replacement and have them mail the card abroad?

The application must be submitted from Canada. He can’t apply from overseas. There is also the possibility he will need to pick up the card in person, so forwarding it may not be an option.
