Apply for refugee but change mind

A friend of mine apply for refugee status (life waa threaten)but change his mind to persue it so he cancel and going home. Can he come to Canada later to visit since he has family here.

He can certainly try for a TRV, but most likely it will be refused due to the previous refugee claim. But no harm in trying.
