Being in Canada on a visitor visa does not automatically allow you to apply for PR. To apply for PR, you must meet the requirements of one of Canada's immigration programs. The requirements to apply are the same whether you are in Canada or outside of Canada. Being in Canada as a visitor gives you no advantages. If you want to become a citizen, you first have to become a permanent resident and then live in Canada for a number of years.
