After 3 business days from the oath ceremony, can we apply at Passport Canada even if the ecas status hasn’t changed from Decision Made to Complete.
We have the citizenship certificate with us.
Is it normal nowadays that they delay updating ecas after finishing the ceremony?

No, they need to check the system to confirm your certificate is real. If your status is not complete then they won’t find anything

Does that mean your ecas has not chaged to DM even after 3 business days? By the way which office you applied?

It is already DM, but it is supposed to be changed to “Complete” upon attending the oath ceremony and receiving the citizenship certificate

How long did it take to change to complete? I am in the same boat.
 
Please keep this thread alive :). I have the Oath on Aug 30 and scheduled for travel on second week of September (planned and schedulled way before I received Oath ceremony). Bit worried if I wont be able to get passport (I read that it is passport office which decides if we need urgent/express passport service)
 
I was supposed to be eligible to submit my passport application on Monday (Aug 12th), DM status still Tuesday (Aug 13th) morning, called an agent and he had no idea why it wasn't marked as Complete and that I cannot apply for a passport until that happened so he sent an urgent message to the Montreal office and it was set to Complete Wednesday (Aug 14th) morning.

What number did you call. Did you provided any reason why you want to apply passport early and could not wait for 3 business days after the oath?

I called the 1 888 242 2100 number. My application wasn't set as COMPLETE 5 (five) business days after the oath; I waited more than the 3 business days you are told to wait.
 
Did you try going to a passport office ? they can check directly if it is ok in their system.
I waited 48h after the oath and it was still not completed in the web page,
but at the passport office they scanned the bar code and said it was ok in their system.
(it switched to completed after another 24h).

I read people went to passport office 24h after oath ... and it was ok.

Which IRCC/passport office your applied your citizenship and passport. Moreover, when did you apply your passport?
