hi is it still possible to apply an open work permit common law during this pandemic? is 4-5months is still follow?

Yes - it's still possible to apply if you meet the requirements. It's difficult to predict processing times. Everything is taking longer right now.

thank you for the reply, as my common law partner said he already included me in his permanent residency application sponsor for common law partner last year June 5, 2019 but until now no decision has been made since we are having a pandemic, we wanted to know if it is practical if we just apply a common law open permit since the permanent residency also is taking to long.

Just wanted to know that couple of things for SWOP,
Do we require property evaluation certified from Chartered Accountant to show financial stability in the home country?
Is it mandatory to have work experience for spouse for SWOP??

Not from chartered accountant but from an authorized property evaluator, typically these are law firms who visit your house and create a detailed report on property's value. Also, nothing is mandatory in SOWP, lot of things depend on VO who is reviewing your file, if your spouse doesn't have work experience you can still apply without it however work experience shows a pull back factor for the spouse. Else this could be considered as a weak home country tie, and applicant is less likely to return because of no job in India. Hope that helps!
