apply Express Entry, was ineligible

Hi everyone,

A few days before, I applied for Express Entry, but they were so fastly to pronoun my profile ineligible.
after then, I just received a message from my Instagram,
He said he is a visa approved officer and ask me some questions.
Will Canada gov really arrange some guys to contact applicant?
So am I can trust this guy?
