Apply CEC in my home country

Hi everyone,

Can I apply file my application under CEC category in my home country?
I worked in canada from 2008 jan -july 2012 Skill B NOC 6242.
My IELTS L-4.5,R-4.5,W-5,S 5.5 total 5
Am I eligible to apply CEC for this experience and ielts score?

Can I file my 2012 T4 in my country? Thanks very much for everyone who give input to questions.

Listening 4.5 = CLB 4
Reading 4.5 = CLB 5
Writing 5.0 = CLB 4
Speaking 5.5 = CLB 6

No, your scores do no qualify. In order to qualify for Skilled Level B positions, you'd need to have CLB 5 for all four categories.
