Applied to Ontario (Toronto), can we soft land in Quebec first?

Hi-

I am a Canadian citizen (living in US) and have sponsored by son/husband for Canadian PR. At this point all we have to do is land. Our intention is to ultimately live in Toronto, but we will be visiting family in northern Vermont soon and would love to simply cross the border at that point and take care of a soft landing. I have read mixed information about whether you can land in Quebec if you've applied elsewhere. What is the official ruling about this?

Perfectly fine, it is a federal programme, so you can land and declare PR in any province.

This would be terrific news! Are you sure? There seems to be a lot on this board about not being able to land in Quebec if it wasn’t where you applied— but it’s all a bit murky (or maybe my understanding is).

You can 'land to declare PR' there, just make it clear to them that QC is NOT your 'landing as settlor' destination, that you are 'landing to declare PR' only in QC as it happens to be your first port of entry into Canada. Your CoPR will have both province and city of destination on it and you can explain why and when you will be settling there.

As you don't have a CSQ, they can refuse to land you in Quebec. Have proof of your intent to reside in Toronto.
