Applied online for study permit, can I travel to other country while my application is processed?

I applied for study permit online, and 7 weeks have passed , still there is no answer on my application.
My nearest visa office is Ankara, Turkey. I have planned to travel the United States next week.

So in case they approve my application while I am in the USA, can I submit my passport to Canadian Consulate in New York?
