I had applied for quebec but want to land in toronto can i do it............if not then if i land in quebec and get health card/sin card/child tax benefit......... is this health card is useable in other provinces also.

Why did you apply to Quebec if you intend to live in Toronto?

This topic have been extensively discussed in this forum. I suggest you spend some time looking for your specific response.

When you applied for Quebec's CSQ, you also filled and SIGNED a form 'Intent to Reside' (IMM 0008). This is your declaration that you are going to reside in Quebec. Therefore, it is HIGHLY recommended that you land anywhere in Quebec.

If you still want to risk your paperwork, you can try landing in Toronto ... however you must be ready to convince CBSA officer how you will be continuing your journey to Quebec (onward bus, train or plane ticket). I am not sure if Toronto airports process Quebec's CSQ nowadays, therefore you will have to ask CIC directly.

SIN Number (sin cards are not issued anymore) is Federal, therefore you can use it anywhere in Canada as you like. Health Card is provincial and require you to stay inside province in order to be eligible (check Lammawitch's links for more info). Health cards are transferable to other provinces, however there's a probationary period (with some). Child Tax Benefits are under both Federal and Provincial system. You will have to check each province's own guidelines and eligibility criteria. A lot would depend on your family's income, the province you reside in and number of children.

There is nothing wrong in moving outside Quebec as long as you really intended to live in Quebec and made a serious effort to settle there but failed. But if you moved outside Quebec immediately after landing, then this means you only used Quebec system to immigrate to Canada & not to immigrate to Quebec. This could also become a problem during your citizenship. There have been some cases taken to court and unless you can prove you have made efforts to settle in Canada, they will consider you lied in your application. At the same time, there are also cases where people who got their QSC and landed in Toronto without any problem at all!!! A forum member "amgra" landed in Toronto under a Quebec selection program.
