Applied for children citizenship certificate ...can we apply for TRV for them

My husband has applied for his children to receive their citizenship certificate but the process will mostly likely be over by next May or so. In the meantime do you think he could apply for a TRV for them to visit for the Xmas holidays..they would return to their home country we would only require a 2 week TRV.

No, as they are Canadian citizens a TRV won't be issued. They should apply for a facilitation visa F-1 http://www.cic.gc.ca/english/resources/manuals/bulletins/2009/ob154.asp
