hi, can you tell me is this situation is same for those who have applied for immigration to Quebec??kindly tell me is it possible that once arriving before visa expiry one can go back to home country and complete the 2 years in breaks.

Their wording is quite clear. After July 18th they are recommending that you use the new forms. However, the old ones will still be accepted until Nov 14th 2011, after which applications containing the old forms will be sent back as incomplete.

So anyone sending their applications now can still use the old forms. Although to be honest the new ones are much, much better and with the validation function one can check there are no missing fields etc, so I'd advise people if they are starting now to use the new forms anyway.

You should be okay but as kolhapuri points out it is dependent on your final destination (if you have a valid visa and onward tickets for Canada/US/Australia you do not require it, but for onward journeys to Ireland there are other conditions).
