You don't have to go to Nigeria to process it. You will need to police in your country of residence to take your fingerprints which you will send to Nigeria for processing. You will also need someone to physically take the fingerprints to the central police department for processing. There you will have to pay the Nigerian way to get it processed. You would have to physically visit the Nigerian Police Force Headquaters in Lagos for the PCC I believe (Haven't done mine yet).
I am sorry I have no example of anybody who tried getting the Nigerian PCC from abroad. But there are some Nigerians on this thread who live abroad and may provide you with details!
