Hey, I didnt get my 2nd AOR I just quoted someone else to congratulate.
 
I also sent them a case specific inquiry 10 days ago regarding file in transit email but I have not recd any reply to that.

Should I send them a mail again, hope it doesn't annoy them?

Wayne, do u think I shud write to CIO regarding my address update and that ND VO has not updated as yet though it was sent on 13th of Jan and also mention that I was supposed to be informed abt my file reaching ND as it was in transit according to the mail recd on 6th of Jan?

Well, they replied, and told me they sent the Medical Request as well as the request for Right of Permanent Residence fee last Feb 7, 2011!!!

But the 2nd AORs from ND has been like a lottery system ... random pick and send ??? Are the other VOs following the sequence by which the PERs were sent by CIO?

We have same visa office and same date of file sent and per received. but can u tell me wat is the Ecas status of yours ? I found that there is one more step after Received by VO of Eligibility Review complete by VO
Is any ND vo applicant, who got 2nd AOR is getting the status of Ecas of Eligibility Review comple by VO ?

Actually I am expecting most of the 2nd AORs + medical requests to be a bit askew with regards dates they are sent out.

Firstly, visa offices will receive a whole bunch of applications in a batch as they are delivered by diplomatic courier. As such, those applications which got PER right at the end of the batch will still arrive at the visa office on the same day as those applications who got PER right at the start of the batch. So for example, two applications with PERs one to tow months apart could arrive at the visa office on the same day.

Secondly, once at the visa office, we believe background checks are performed prior to requesting medicals. For straightforward cases with everything in order, this I think is largely a question of the immigration officer convincing themselves that the educational and work experience documents are completely genuine, and may involve a single 30 minute check or so. But if they have any doubts, then they will investigate further with employment verification checks etc. I also understand they will do this anyway to a random small percentage of applications in order to act as a deterrent.

For this reason 2nd AORs and medical requests may seem in a bit of a random order in comparison to the date the application arrived at CIO and the date the PER was sent.

The above is just my own guesses from what I have read and heard so please draw your own conclusions as well! :)

Main thing is to get them to CONFIRM they have received your change of address details, so if anything goes wrong you have proof that you informed them and they acknowledged the information.

If online case-specific queries are not doing the trick then I would see if you can fax them, since a physical paper fax is a lot harder to delete or ignore than an email.

I don't see how the visa office can re-do the eligibility review. CIO and visa office are both operated by CIC (Citizenship and Immigration Canada).

Up until the CIO eligibility review, if a candidate is rejected their processing fees are refunded. Once it makes it past the review to visa office, the processing fees are not refunded.

If CIO granted a final positive eligibility review, and then visa office got the file, did their own eligibility review and decided to reject the application, but keep all the fees anyway, this IMO would be highly immoral, bordering on extortion.

It would basically be "We've found you eligibile, now we mail it to this office. Oh, actually we've decided you're ineligibile now (even though no information has changed) but we're going to keep all the money you gave us anyway". IMO they'd be on rather dodgy legal grounds with such a level of unfairness.

So once CIO has found you to be finally eligibile, I don't think visa office can fail your application for anything other than background checks (authenticity of documents and work experience letters etc), security checks and medicals.
