I have received 2nd AOR from NDVO, if anybody wants to update in the file. They have asked for photographs again, weird...as i had already sent them the photos.

My only thoughts about "visa office eligibility review" is that it refers to the portion of work left to do before medicals are issued - i.e. background checks. Are the documents and work experience letters authentic?

If this is the case it's a bit poorly worded, since it is very clear that CIO perform the final eligibility review. But currently the process on the CIC site DOES say that the next stage is "Visa office eligibility review complete".

But ECAS is very erratic and seems to be working differently for difference users and visa offices.

Up until the CIO eligibility review, if a candidate is rejected their processing fees are refunded. Once it makes it past the review to visa office, the processing fees are not refunded.
If CIO granted a final positive eligibility review, and then visa office got the file, did their own eligibility review and decided to reject the application, but keep all the fees anyway, this IMO would be highly immoral, bordering on extortion.
It would basically be "We've found you eligibile, now we mail it to this office. Oh, actually we've decided you're ineligibile now (even though no information has changed) but we're going to keep all the money you gave us anyway". IMO they'd be on rather dodgy legal grounds with such a level of unfairness.
So once CIO has found you to be finally eligibile, I don't think visa office can fail your application for anything other than background checks (authenticity of documents and work experience letters etc), security checks and medicals.

I totally agree with you and what you say makes 100% sense but i was referrting to the Singapore office AOR on page 1071 posted by our friend Kathe which clearly states that they will do another elegibility test. I was just highlighting the discrepancies in 2nd AOR of different VO's.

As I replied to another user, IMO this "eligibility" test at VO does not involve assessing that your duties match the NOC list, or calculating that you have 67 points. But rather the background checks - ensuring your documents are authentic etc, which is obviously something which requires local knowledge and which CIO cannot be reasonably expected to do. And perhaps running an employment verification to confirm that the experience you have claimed is geniune.

If my suspicions are correct then "visa office eligibility review" is poorly worded. Since every part of selection admissability other than background/security checks + medicals has already been done by CIO.

Secondly, once at the visa office, we believe background checks are performed prior to requesting medicals. For this reason 2nd AORs and medical requests may seem in a bit of a random order in comparison to the date the application arrived at CIO and the date the PER was sent.

The above is just my own guesses from what I have read and heard so please draw your own conclusions as well! :)

Wayne, this makes a lot of sense to me and i'm 100% with you on this. VOs are receiving whole bunch of applications in a batch and thats why we see this disorder in 2nd AORs. +1 from me :)

As you are from mumbai, you need to wait for few extra days (Delhi - Mumbai transit time). It is ordinary post.

I heard they only send the medical by speed post. The 2nd AOR is ordinary mail.


I have mentioned all the important points, have no way to scan it for you.

Totally agree. Poorly worded is the correct description. They should have called it application verification/ aoolication checks or some such thing instead of eligibility
