You will have to get new ones. The PCC can be no older than 3 months old when CIC first receive it (either at CIO or VO). As long as it is received within 3 months of being issued, it has a total validity of 12 months. If the decision is not finalised within 12 months of the PCC being issued they will ask for a new one anyway.

Well the good news seems to be that your VO seems to have received your application, and the bad news, you may have to go through the trouble of contacting your VO to inform them of the mistake they have made...

One thing that stood out for me, with the link to the Visa Offices someone provided yesterday. In every VO there seemed to be 2 or 3 Canadians and 10 or more local employees. I am beginning to wonder how well informed, regarding the new post June 26 policies, these local employees are... for I am certain they are the ones responsible for sending all these confusing letters and emails...

I dont think they have made any mistake. They clearly say - They have his submission and they are processing it. They have only used a different format than manila VO and it is more like pre june 2010 format. I don't think it is a mistake.

well, if that isn't a mistake then why they are requesting to submit his docs to VO again?

It isnt. The letter says -

This refers to your application for permanent residence in Canada, which was initially submitted to the Centralized Intake Office (CIO) in Sydney, Nova Scotia. The CIO recommended your application for further assessment at a visa office and sent you a letter requesting that you submit a complete application package to this office. We have now received your submission.

read the bold. They say we have received your submission. They are NOT requesting any documents. So it is not a mistake. Read it again.

The mistake is instead in this sentence -
