Hi India135,
I am not an expert. May be seniors can give you better ideas. But what I understand is that as soon as the cap is reached they won't accept new applications under same NOC until next year July. Since your application came back and BD was not encashed, therefore if you send your application with added pictures, it will be considered as new application package thus may not be accepted this year.
This is my opinion but others may have better suggestions.

Go above the thread and you will see few of us are gussing the date of AOR.That was my guess. :P
Lets have good mood by playing gussing game. It's much better than CIC game with post-june applicants.

Echos: my feeling is no matter which NOC you are in, if CIO have made an error in judging your application incomplete then you should reapply with the exact application they returned, add a strongly worded but polite letter of explanation and request being placed back in the queue date of your original app being received. Put noticeable sign on front of envelope to alert them to fact it is an incorrectly returned application, open immediately (or whatever wording you deem appropriate.) Good Luck!

yes, my NOC 1122 is closed, so I dont know if reapplying will do any good now or??

For those of from New Delhi VO I think we have got some things to worry, The may applicant who have sent the full documents as per the old process to ND VO havent yet got a single AOR, the applicant used to get there 2nd AOR from the ND VO in max's of 2-3 weeks , but it looks like the ND VO is taking a leaf out of CIC and not issueing any AOR's to the applicants.

Even some Feb 2010 applicant who sent the full doco's in June 2010 are yet to get the 22nd AOR for ND VO

Let God help us when CIC decides to release the AOR for the new applicants, my gut feeling is that post june applicants in India will start getting their visa stamped only by June 2011 (being optimistic)

I have been getting negative points for my comments and I dont bother about it, I was just stating the facts as I see it now and I'm going mad about the delay, in short the timeline in ND VO is bound to increase if it stays the the same and not imporved from the current 10 months ( as per the link http://www.cic.gc.ca/english/information/times/perm/skilled-fed.asp) to at least 15 months. :'(

I've been following this thread for a while now and would like to add on my details to the spreadsheet as well:

Visa Office......: London
NOC Code......: 3131
App. Rcvd.......: 7 Sept. 2010
Payment method......: BD (unsure about whether it has been encashed as yet)
Ielts......: Band score 9, sent with application.
PCC: Sent with application.

I guess the first AOR will be issued on January 26th 2011
 
I bet the first AOR will be on February 2, 2011 :P

Someone, please, create a short spreadsheet about our bet! It would be fun to keep a record!

Sorry to hear about your case. I am not sure how CIC works. For one of the applicants who forgot to submit one of the application forms was asked to resubmit the form (see previous pages from this forum) and they returned your application becuase of 2 missing photos. I am not sure if CIC will accept your application now as cap is already reached and moreover, it was not fault on their own part. I'd suggest trying to get a job offer and apply in FSW2 category.
