You can pay $630 now and if they consider it as new fee payment, they will keep it and if they consider it as old payment then they will send you a refund:

CIC will:

start processing your application, and
send you a refund as soon as possible.

Your best bet is to call CIC. if possible keep a record of the call and do what you are told.

There is no need to but if you are still in hurry, there is a work around:

If you are sure that your application will be delivered after Jan 1, and if you are paying by original receipt IMM 5401. Just pay the new fee, you will be good; if form remains same/unmodified after Jan 1.

Those who paid old fee online already, if you have an original receipt (IMM 5401) in hand, pay the balance at bank and attach with online receipt. That will be good too. (this is what CIC will ask to do upon application return)
I am not sure of this statement since CIC takes in consideration the date stamped on your envelope.

Date stamp does matter if you made an underpayment. CIC will make refund of any overpayments made, also mentioned by "thecoolguysam" above. Please refer to old OPM/Bs for details.

I don't see it worth digging too deep as a matter of just 3/4 days but for the sake of clarity let me elaborate how CIC followed this earlier. Suppose the form and everything else remained exactly same but new fee - $630 - effective Jan 1, then:

Scenario 1
Paid Fee $400 (no matter when you paid, or signed)

a) Your application delivered (CPC Sydney) on Dec 31 and date stamped Dec 31; CIC will accept and process your application, no return / no refund. (Correct Fee)

b) Application delivered on Jan 1 (or Dec 31 but) date stamped Jan 1; then CIC will return your application, attaching a letter asking to pay the new/balance fee. (Incorrect Fee)


Scenario 2
Paid Fee $630

a) Your application delivered on Dec 31 and date stamped Dec 31; CIC will accept and process your application, will issue refund of the overpaid $230. (Overpayment)

b) Your application delivered on Jan 1 (or Dec 31 but) date stamped Jan 1; CIC will accept and process your application, no refund. (Correct Fee)

Give a search here and you will find many old posts attesting to what I said or just wait for a month to see many new postings coming again.

I see no reason for your application to be sent back in this case. You signed and mailed it off before the "new fees" take effect which is JAN 1st 2015.

Even if CIC receives your application any day after January 1st 2015, you're good because again, you mailed it off before January 1st 2015 presumably with the correct details and fee payment evidence - your reciept.

For fee purposes, CIC doesn't go by the date you signed it off or mailed it but when they stamped it as received.

The news about fee hike came on 23rd. So what if everyone signed off theirs as Dec 31 but only send it that day or January?

CIC always go by their stamped date for such reasons. They do go by your signed date when calculating the cut off date for 4 years.

In all honesty, it does NOT make any sense for OP's application to be sent back by CIC if the application was completed using current form (which by the way reflects the current fee: $400), signed and mailed off before the "new fee" effective date (Jan 1, 2015).

So, there's no need to alarm OP. Of course, any application that is completed, signed and sent in post January 1st, 2015 will require the new fee as already stated.

-As a general thumb rule, you MUST only sign/date your application on the same day that you are ready to mail it off just in case something comes up on your side that may delay you further. In other words, don't sign your application today and mail it off January 1st 2015, thinking you will "beat" the system. It will not work.
