And I would have to leave my job and country in 1 month. It's really annoying. There is no way I can re-submit the application ? Considering Express entry has begun, my application will not be processed under the old rule ?

No - you cannot submit under the old rules. Your application was correctly returned to you because it was incomplete. You will need to apply for PR under EE if you still want to immigrate to Canada.
