Firstly, thanks for all the feedback guys. Here's my timeline so far:

Rejection:
February 9, 2012

I checked online for my status and it is already "in process", so i am figuring there goes my $1100 application fee. My main concern really is will I be getting my documents back. It took me months and months to gather all those and to start all over again is unthinkable. Also, is there a grace period before I can apply again or i can just re-apply outright?
After getting online status as "in progress" , that mean you received PER AND AOR and you got rejected by VO. you won't get your money back I afraid and there is a very few chance to get your documents back. Better you apply on July 2012. Good luck.

No i got refused on the eligibility stage
Whatever you get your money back or not, still you have to start over my friend. You have to arrange all documents again PCC, updated work experience, updated application form, valid English test etc... Better you apply again in July so you will get enough time to gather those documents again.Good luck my friend.
When your application goes in process normally there's a doubt in my mind whether you will get your application fees or not. :-[

You should get refund if you got rejected by CIO

I know july is when they open new quota for all skilled workers but does it really apply to me since LVN doesnt even hit 10% of its yearly quota. Are my chances better in july or its ok to just apply asap. Im actually in a lil time crunch here (marital issues :p). Thanks again for the feedbacks

Licensed practical nurse quota has almost finished its 473 right now and there is no way you can make it in this year , you have to wait till 1 July 2012 to apply

Hi Romanopapa,

sorry to hear about rejection,

but you will get your money and all documents back. this was case happened with my friend before 2 yrs ago so dnt worry. but it will take 2-3 months more so have patience.
if you have hired any agent then ask him to fight for your money and documents.

by the time you may start refilling process since it was your mistake.

watever happens happens for good.

bye.

Thanks for the reply :) But... i still need a lil clarification here ;D Does that mean I cannot apply at all before july 1 because my application will be rejected outright eventhough the quota for LPN has not been met yet?

Sweet. Thanks buddy :)

You realize that LPN has now hit its cap? If you send your application now without a job offer - it's going to be rejected. Here are the latest numbers:

It was 1000 last year. This year it was lowered to 500 per noc.
