Application rejected as Incomplete

My application was rejected as incomplete due to issue in PCC. I submitted one more applicationwith the correct PCC, the status is showing the "Background Check Not Applicable"

When did you submit your application? If recently, it is normal that they didn't start your background check and it is NA.
