My application got refused on the basis that my Education(MEng degree) is 1.5 years and not 2 year, even though I did 4 semesters in total.

Is there anything I can do to fix it?
 
A semester is 4 months. If you did 4 semesters, that is 16 months total but you did not have an additional year of Canadian education prior to admission into the Masters which is reason you were denied. *original post modified*

You have several options:
1. check if your province has a provincial nomination stream called the "community identified stream". There are some restrictions on who can apply so check if you qualify
2. accumulate 2 yrs of full-time work experience and apply for CEC as a worker
3. apply under one of the provincial nominee programs
4. apply under the federal skilled worker program

I'm in the same situation. Started school in August 2008 and finished in May 2010

On the Immigration website it says at least 16 months! WTF?

"Two years of study – At least 16 months—or four semesters—within the 24 months before completing a full-time post-secondary program of study in Canada"

What are the specific words the officer wrote for refusal?
 
Here's the link for CEC requirements for graduates: www.cic.gc.ca/english/immigrate/cec/graduates.asp

-a full-time Canadian post-secondary educational program of at least 2 years or
-1 year Masters(certificates & diplomas cannot be counted) program and an additional year of education obtained in Canada before being admitted into the masters program.

The guide says: www.cic.gc.ca/english/information/applications/guides/5609ETOC.asp

"You must have studied in a program of study or training with a full-time duration of at least 16 months (i.e. two academic years of at least 8 months excluding scheduled breaks, such as summer holidays, in the calculation)."

It appears, Singh07 did not qualify because he did not have and additional year of education obtained in Canada before being admitted in the Master program.

I am not sure you understood the refusal contents...because there is no where on planet earth you do a masters' degree for exactly 24 months...can you re-read your letter or paste it here so we can help you review it..this is what we do in this forum. Helping one another.

Yea, I got the information from that same link. So I don't know why Singh07 got a refusal.. maybe he wasn't full time?

But I'm a bit worried now, I did four semesters and on the College website it says is a two-year diploma program.

Should I be concerned?

No, you are good. Singh07 was denied because he did not have an additional year of education obtained in Canada prior to admission into the Masters program.

It was a full time Master of Engineering program of 4 semesters / 16 months ( i.e. 2semesters = 1year) which is considered as 2 years as per CIC website. I don't know what was officer thinking. This is what he wrote.

I am not satisfied that you meet the Canadian educational credentials requirement because you have not obtained a degree credential issued on the completion of a program of full-time study or training of at least two years’ duration in Canada. Your Master of Engineering program is a three terms program, equivalent to a 1.5 year program. You are consequently not eligible for the Post-Graduation Stream.

I have also examined your application to determine if you meet the temporary foreign worker stream. I am not satisfied that you meet the skilled work experience requirement because you have failed to demonstrate that you have acquired two years of full-time employment in Canada at a National Occupational Classification of type 0 or level A or B in the last three years prior to the submission of your application.

Check the school's website - may be it is listed as a 3 term program?

education prior to master is required only if its a 1 year master but mine was 4 terms.

Anyways the question is that if I get a document from my uni proving my point. Will I have to submit the application all over again or I can just send the officer the doc?

As per School website

The Master of Engineering (MEng) degree offered at the University of Windsor is a course work professional program open to students who satisfy the admission requirements. The MEng Program takes three to five semesters to complete but is structured in such a way that it may be completed in one year by a full-time student. The minimum period of full-time registration for the MEng degree is three semesters and the maximum allowable time is five semesters.
