I called CIC helpdesk to confirm some theories floating around here. My application is still with Sydney offfice. It has not reached the Ottawa CPP office yet. So relax. I don't think there is any lottery system. May be, before these status were not being updated properly and now they are trying to correct the process.

But they could not tell me clearly that why the status changed from "Application Received" to "In Process".

Anyone knows if CIC send a notification/email when the visa office is decided?
 
@Godzilla: I've read somewhere that Sydney center also processes PR applications. Although we've mentioned CPP-O as the processing center on our applications, would there be a possiblity that some applications were channeled through Sydney processing center? Also I've sent some additional documents to CPP-O quoting my file number and they replied me with the Sydney email id and instructed to send the documents at that location...

When CPP-O also started processing CEC applicants in 2011, there was no official news on CIC site for this. That time CPP-O site was still showing that it's processing only family class category while the CEC applicants started getting emails from CPP-O. So, initially, there was confusion among applicants of 2011 similar to what's happening now for Sydeny centre.

So going by that logic and assuming CIC would work in a similar way, my theory is that Sydney centre has started processing CEC applications. CIC site says that it process only Citizenship cases but that is again consistent with the above.
 
If we can get more details(like NOC code etc) of all applicants whose status is changed to InProcess, may be, we can find some pattern(Or may be I am just a crazy person doing over-analysis of the situation)

I would use anxious instead of crazy :).
I think rather than some trend with NOC code, CIC might initiate processing applications with:
1. Complete application with up to date supporting documents (reference letters and PCC)
2. Your current/ intended work place (location and employer)
3. Still working and in Canada
Just speculations which might or might not be CIC's consideration. Only time will tell... ;D

*The Meds & PPR are sometimes 'clubbed' together.

Stage-4: Return of 'Stamped' Passport/s+COPR > Landing at the POE > e-Cas: "Completed".

I emailed docs to Sydney, but so far no reply from them indicating that they have updated my file. Any comments or suggestions?

I have got medical done upfront 3 weeks back. DMP should have sent the reports to CPP-O.

I sent an email yesterday to both CPP-O and Sydney for confirmation. But have not received any replies yet.

We can't do much. Just needs to wait. I guess

When did it change to in process?

It would be good if you guys could track the approx / rouge dates of app received & in process in ecas. We are doing it in the March spreadsheet and it could help others as things moved forward.
 
Yes Spookyb: everything is updated as and when it happened. Check March 2013 tracker. Not sure if Jan 2013 applicants are updating their status as only one guy from Jan 2013 has "in process" status!

AOR received on 4th Apr
ECAS changed to In Process on 10th Apr

Based on my analysis of Jan, Feb and Mar trackers, the status changes to InProcess in approx one week of receiving AOR
