Application process for Sponsoring spouse in Quebec

My wife and I were married July of 2016. Due to family and work issues, I couldn't apply to come to Canada right away. However, we would like to do so now.

She is a naturalized citizen (which happened during the 1990s) living in Quebec. No matter what resource I go to, the application process is not explicitly clear (anytime it says "except"... lol).

For Quebec... do we first submit (for the CIC) 1) IMM1344E, IMM5540E (her... ) 2) IMM0008 (for me...)? That's at a cost of just over $1000 ($75 + 450'ish + 450'ish)... and, assuming the federal government approves this, wait for instructions from Quebec? ($260 to process - it's just me coming)?

Thank you in advance for any help you can provide...

I think the process is very clearly described at Immigration Quebec website, with appropriate links to CIC sponsorship webpage, where you even get a full document checklist after defining which country the sponsored person is coming from.

So yes, first you send documents to CIC, and while waiting for their decision it makes sense to prepare a package for Quebec if you want to save time. Do not wait instructions from Quebec, it is all on their website. It is up to you to forward the application after receiving CIC decision on the sponsorship.
