that is simply stating that YOU - the sponsored relative - AKA - the person wanting to be sponsord for PR - must follow the country specific instructions for your application. every country has different rules for submitting additional paperwork, so if you don't follow the country specific guide, you run a risk of your application being returned to you. it's not necessarily extra paper to fill out, rather it will be instructions on what documents go along with the application for your country. i suggest you click on your country of citizenship and read the guide so you understand what it's asking for.
