Hi,

I am a Canadian citizen living outside Canada in the last 20 years. About 10+ years ago, I applied for my spouse to have a permanent resident visa and we succeeded. However, due to various reasons, we eventually did not move to Canada that time.

We are now starting to think about retiring to Canada, will I be able to apply for him a second time, seeing that he gave up his visa 10+ years ago?

Yes, however you may have to prove to a "higher standard" that you REALLY intend to settle in Canada this time around.
 
Indeed - you should send more proofs than the average application about moving to Canada. As you have been approved already 10 years ago, and have been with your spouse ever since, there won't be much questions about your relationship and whether it's genuine or not.
You might want to include an explanation of why you didn't move to Canada the first time, and how this time is actually different.
