Application for PR under live in caregiver program

Has anyone been in this situation?

I am gathering my documents for the PR and OWP but I don´t have the statement of earning of my first employer (I have ROE and T4), I try to contact them but they haven't responded any of my emails or calls.

I called CIC and they told me that I should write a letter explaining why I don't have the statement of earnings sign for my employer but the person wasn't sure if the government will accept the letter.

Does anyone know what should I do?

Please, I need advice, I have completed 24 months already to apply but I am afraid if the government doesn't consider the time worked with the first employer.

Also does anyone know how is the process taking??
