Application cancelled for missing PCC but it was submitted

Immigration, Refugees and Citizenship Canada (IRCC) has reviewed your application for
permanent residence. We have determined that your application does not meet the requirements
of a complete application as described in sections 10 and 12.01 of the Immigration and Refugee
Protection Regulations. Your application is rejected for being incomplete.
Specifically, your application does not include the following elements:
- Police Certificate:
o The Police certificate from India was not provided. This document is required based on
address/background history from December 2006 to May 2017. It appears you resided
six months or more in that country.

If you're absolutely certain you provided a PCC that covers that period, submit a CSE stating that CIC has erroneously cancelled your application because you did submit the PCC. Attach the PCC to the CSE and ask them to reopen your case.
Before you do that though, are you sure you have the right PCC? Did you get it from a PSK? Does it cover the entire period listed? Did you upload a color scan? Did you do this yourself or are you going through a consultant?

Adding to this, make sure your PDF can be opened properly in Adobe Acrobat Reader. Sometimes when you use a 3rd party software to combine the PDFs, it does not open properly in Acrobat Reader.

I'm 100% certain that I provided it. In fact I got it from both Delhi police and PSK but they follow their own formats.
Additionally I uploaded in color. I've taken due care of that.
Re: the dates... Here is an issue... Delhi police only used the date from the ID u provide, which happened to be from 2011 ( I didn't know this would be the case, and when I checked on this forum, other users had the same issue.) Hence, to be safer I got one from PSK, which does not bear any date at all. They also put a stamp on your passport, which is included in my color uploads of the passport.
I'm a little worried now and wondering if I need to engage a lawyer.

CSE will take some weeks...........but there are cases on this forum which says CIC reopened their file again.
Did you upload both? If yes, it may have confused them. By the way, what was your AOR?
Yes, I agree. You only needed to upload the PSK PCC. Send this in a CSE and ask them to reopen your case. You may get lucky - CIC does reopen cases when they make a mistake.
Well, people get confused because they have separate section for Delhi and Punjab in India PCC section in cic website. Uploading just psk PCC is also equally risky. If the officer follows what's written on cic page, then they could very well cancel the application just for providing psk PCC explaining that both PCC s or just Delhi PCC is required. It's very tricky due to ambiguity in cic page. They should remove the section meant for Delhi and Punjab as residents of those cities can also get PCC from psk. Best solution for applicants is to provide Delhi PCC for their full stay along with psk PCC.
Ok so update.. My internet capabilities are limited as I'm on vacation. However I asked someone back home to check my laptop and the files they sent me (named for me and my wife) are both for me.
I can't say for sure but it is possible that due to the naming/saving error i sent them 2 PCCs for me

I feel, you have to certain before you can take specific step. I think, you should come back from vacation (considering this as on priority) and share the factual points - what did you upload? Was it a case where your PCC was uploaded twice or was it a case where PCC from local district police is enclosed and it contains time period and address etc. Or did you submit the two separate PCC from PSK?
