It means your application will be looked at again, when an IO gets around to it (not sure if they put 'suspended' apps to the side (e.g. apps requiring additional information), or if they get forwarded on to a different IO to follow-up or review them.) There seem to be very little knowledge from how the inside works, unfortunately.
