It looks that all of us (phd applicants) are stuck with the same situation!
I hope next year some good news come around us.

I guess there were two possibilities after the introduction of EE: 1) CIC processes all old applications swiftly to concentrate on EE, or, 2) CIC panics with the insane EE quotas and forgets about us for a few months.

Sadly it seems clear that it was the latter :'(

I know a phd applicant friend who got GCMS around two weeks ago and the location of the file was RFV (still no PPR for that applicant).

Interesting thing about my GCMS notes is that every time I see one additional activity for security screening. In the last one, I had 7 activities for security. Do you have any idea what is the upper limit of the number of security activities? (maybe from your own GCMS notes)

I think she is a late October applicant. I do not have any idea for the upper limit of security check activities. All I can say is that mine had 7 activities as yours.

It is a good sign that they are working on your application. I remember for my case, there were no activities for couple of months.

Wait I'm confused. You think this delay has something to do with quotas? I thought the 500 PhD stream quota was only applied up until December 2014, i.e., that everyone who has received PER, Medical, etc. was already in the clear.

There is no more PhD program (unless they change the current regulations again). CIC has changed the regulations since January 2015 and a new system (Express Entry) is now effective.
