One moment ago, I checked the ECAS system, it displays as follows
"Applicant Permanent Residence Application Status
**My Name** In Process
**My Name** Decision Made"
I clicked "Decision Made", then the third line "A decision has been made on your application. The office will contact you concerning this decision." is shown.

Question 1: Is it normal?
Question 2: Why isnt the third line "Medical results have been received"?

Thanks.... but I am afraid that I will be rejected... maybe CIC didnt receive my medical results? Totally no idea...
Feeling weird about "Decision made" without the normal third line...

I found that the line "**My Name** Decision Made" corresponds to my previous PR application that has been rejected three years ago. It has never shown before in the system. I guess it may be a signal that CIC is processing my application....

The current application is still "In Process" and only has two lines.

Can I ask the reason for rejection in your first application? Was it before or after Medical?

I had the same situation: I did not send the PC with the initial application. The first email that I received from CIC for document request/RPRF had nothing about police certificate. However, a few minutes after the first email, I received a second email, which was exactly like the first one but with PC request. Also in the first email they asked me to email documents, but in the second email, they asked me to mail documents to CPC-Ottawa's address. So, in your case, maybe they forgot to include police certificate in RPRF email. Call CIC to make sure everything is OK.
 
It happened before medical in the eligibility stage.... because the 5 adaptability points for 2-year Ph.D studies in Canada were not counted. CIC officers have different understandings on whether the Ph.D program should be completed or not. Couple of friends were rejected for the same reason three years ago.

When it was rejected for the first time, I appealed and succeeded. However, it was rejected by Ottawa, and I failed in appealing.

Today, I did my landing at Seaway International Bridge, Cornwall, Ontario :) :)

The officers on the US side were very nice. But on Canadian side the officer
who was taking care for my case was VERY rude. He took so long and asked
me some unnecessary questions. He also asked for proof of funds but just
entered the amount into the system and gave me statement back.

Anyways its is done and I would like to thank forum members for suggestions
and answering my questions. I will be one forum for some time and if someone
want to ask me questions can PM me.

GOOD LUCK for people waiting for PPR, Medical etc.
