Yes but the rule was applied in Sept 1st. Maybe CIO decided to remove the VO field later on (i.e. Nov).

I just checked my GCMS notes in more detail and found some pattern regarding location:

LOCATION: FSW Jan - 7/11/2014 I sent the scan of new passport one day before this to them
- LOCATION: RK.... - 30/10/2014 I received the request to renew my passport and to send them the scan
- LOCATION: Appears RFV - 28/10/2014 (RFV? Does this stand for Ready or Review For Visa? :D)
- LOCATION: FSW-REG - 23/09/2014
- LOCATION: FSW-TQF - 28/05/2014 I guess I paid RPRF and send the requested Doc on this day
- LOCATION: --------- - 26/05/2014 The medical and Doc request (phd info) received on this day
- LOCATION: RK...... - 21/05/2014 According to ECAS they started processing my application on this day
- LOCATION: DS.... - 08/05/2014
- LOCATION: A900 - 13/05/2013
- LOCATION: REGISTRY - 10/05/2013
- LOCATION: IN Transit 06/05/2013
- LOCATION: A87-PhD - 29/04/2013

It seems that my application moved around many places and it was delayed after medical because it stopped at LOCATION: FSQ-TQF for 4 month and then LOCATION: FSW-REG for one month. Finger crossed it is in the FSW JAN pool now and the Due date is Jan 5. I'll keep you updated

Pepe84 also got FSW-JAN location. May be they are going to issue ppr then. :)

So I guess it means only send Original PC by mail but many of us have sent the requested documents or updated POF or Work Experience letters by mail to this address. I myself emailed them recently scan of my renewed Passport and according to my GCMS it is on file.
 
I think you can email copies like a copy of your passport biodata page. But anyhow, if you are going to mail the documents please include 7th floor, section B after the street name. Remember that 219 Laurier building is enormous and CPC-Ottawa is just a small office located in the 7th Floor within that building.

Nice to see this. Whenever you send documents and they receive them, your file will be with RK6165, that's the person sitting at the computer and monitoring (sending, reading and maybe ignoring) all the emails. FSW-REG means all the pooled applications received by CPC-O from the CIO. And I believe, hope and wish that FSW Jan means the files that will be finalized in January 2015 (God please blesses us!)
