FYI- i saw some PPR in december 2013 in PhD tracker. I dont know how it works but i would like to be optimistic that they issue PPR this month.

Official holidays in December- 25th and 26th. so yes, they are working (but some may have taken vacation already to not to waste the annual vacations they get every year)

I do not think so. In the website it says the documents should be received before Jan. 1st. They are not schools who close in holidays. They are government of Canada.

My case is same the difference is medical under process, but what's meaning of empty space ? They are. Not applicable? Or they are they will do these checks later on?

I got PER on Octover 06, and the file was received by CPC Ottawa on Oct 14 according to my latest GCMS file.

They only ask for passports to TRV applicants in that period!

CPC-O requested med exam from me on Oct 8th, 2014 and I completed the exam and sent in the RPRF fee on Oct 14th. Afterwards, I have heard nothing back from CPC-O, except for that the status track on CPC-O website posted a note on Dec 1st that they have received the med results. It is already about two months since med exam request. Is such a long time interval between med exam and passport request normal? Any news from other fellow phd applicants?
 
Yes, nowadays its normal. Please fix your post and change CIO by CPC-O. CIO never asks for medicals or RPRF.
