Yes but only if you prove it. PhD attestation letter is not enough to prove it. Ask Office of Grad Studies and Enrollment Services to write a letter saying how many semesters you have finished towards your PhD, how many hours per week you have spent studying and the classification and name of your program! Classification: Full Time, Program: PhD in XXX.

Call them and ask! I did mine with ICAS and it took 4 months!!!! Insane but true!

When did you apply for your ECA ?

I received a notification of mine being received at U of T on July 31st. I am still waiting to hear back from them about an update.

I am considering sending another application to WES for ECA as they say they only take 20 business days. Can anyone comment on this ? I am starting to get really worried.

Thanks for you answer. Is there any successful example for getting the 5 points as a current phd student? I need this 5 points to satisfy the 67 level. After May 2013, for a phd student, if he just provides one attestation letter, can he get the 5 points? Thanks a lot!

I applied it on October. Maybe there is little chance for me to hear back from them before January 2015.

Yeah October might be a little too tight. Applying to WES parallely might be an option to consider.

In theory, these five points should be granted if you applied after May 2013. In practice, I know at least two people who did not have a Canadian degree, and got their PR after relying on these five points (granted to them only through two years of PhD study and still being in a good academic standing). These people would not have more than 67 points otherwise. However, try your best not to rely on adaptability points if you can help it.
 
I applied during last November. They got back to me in 3 weeks after the documents were delivered to them.

I did with WES last November. They were really fast. Took 3 weeks if u remembered it right.
 
I have a question regarding the filling out of the forms. Which software we should use (Acrobat reader or Adobe acrobat)? I tried to open the files with adobe acrobat software (Adobe Acrobat 9 Pro Extended), then I faced with this message "This file appears to use a new format that this version of Acrobat does not support. It may not open or display correctly. Adobe recommends that you upgrade to the latest version of Acrobat products", although I was able to open the file. What do you suggest?

adobe reader should be good. i used it for my application.
 
I used Adobe Acrobat Distiller 11.0, no idea how I got it!

I did order the GCM notes and I saw it was clear that the officer almost approved my application, they mentioned explicitly that the reason for the updated POF was that the amount I submitted last year was little below than the minimum that is required this year.

So I just submitted a regular 1 month bank statement (not 6 months) and it went well :)
 
Yes, I applied in October 2013 via ICAS-Canada and got the ECA report in Feb 2014. The reason why I chose ICAS was because it is in the town where I live, so I did not have to spend money mailing documents, but ICAS is the slowest to process the assessment. I heard that WES is the fastest.
