Here is a way proposed by someone in the forum:

"First you have to have a copy of your old PCC. Go to the "Daadsaraaye sejele keifari", there you have to talk to the "Namaayandeye Daadsetan". He will see your PCC and you will explain the situation. Then he will write a letter to "Agaahi". You then have to visit the "Edaareye tashkhise hoviate agaahi". They receive the letter and give you an updated PCC but without the signature. Then you have to take that back to the "Namayandeye dadsetan" and he will sign and stamp it for you. That's about it."

What do you mean by explaining the situation? Should I just tell him for what reason (Canada Immigration) I need this?

Hehehe, at least it's a good news, Congratulations. :) You know what, I got rejected on the basis of the reference letter which I provided did not match their requirements :( Kinda frustrated. And my IELTS score has been expired, what a good news for me. :)

Just wanted to share with you a couple of things quickly:
1. I changed my address 6 moths ago in ECAS and every time I logged in I could see my new address correctly.
2. When I got my medical request, all the information was correct except for my address. It had the old one.
3. After I got my medical request I couldn't see my ECAs for weeks.
4. I tried again today and my ECAS finally worked, but it was showing my old address, like if I have never changed before.
5. Now, my ECAS says two things. One it has always been there: "We received your application for permanent residence on February 13, 2012."
The other one is new: "We started processing your application on January 31, 2013."
6. I changed my address again on line through ECAS, I hope this time it works and doesn't give me any trouble.
Any one having similar experiences?

Yes. This seems to be common. It's advisable to send them an email in case of address changing.

Dear Tyrusx-- Is it possible to make another column to explain (may be shortly) the rejection. I know you have already done tremendous works for this forum which all we greatly appreciated but I think this would help in two ways. First of all, new applicant will aware about those and secondly if anyone has similar situation they can discuss personally to overcome the reason of rejection. I request if you think it is reasonable then if you would start it then later (when you will leave the forum after your PR) others can follow that.

I will try to add the reason from now on, either on the ecas or requested documents column. Do you guys think there is a need for another column? Also, volunteers to help with the tracker are welcome.

The only 'official' correspondence from them is the the email. Tell them that it's the only one you got, ask for eligibility form, then appeal. This has been the only way so far that we can obtain OHIP. It will take time, but then again, you won't be eligible for coverage until three months after PER anyway, so by the time you got your card, your waiting period will be over. So to summarize, the steps are as follows:
1. Go to ServiceOntario
2. Have them reject you, then get the eligibility review form from them
3. Appeal on the basis that you are eligible since you are eligible to apply for PR (the requirement is to be eligible to APPLY for PR, NOT to be eligible for PR, two different things; PER satisfies the former, not necessarily the latter, but OHIP only requires the former)
4. Wait for acknowledgement letter (about 1 month)
5. Wait for positive decision (about 3 more weeks after the acknowledgement letter)
6. GO back to ServiceOntario
7. Now you get the coverage (but by this time, you've probably not yet hit 3 months after PER)
8. Wait until card arrives (another 6 weeks)

Thanks a lot for your explanation! This is definitely helpful for OHIP. But I need a written confirmation for something else. There's a class that is free for those who have received the eligibility approval... They insist that they need a formal letter. The lady said you can request it from cic and they'll send it to you in about a week; however, she didn't seem to know what she's talking about and couldn't give any more details...

Has anybody tried emailing them and asking for a written confirmation of PER?

Yeah, I guess adding a new column for the reason of rejection would be a good idea. Well, personally, had I known they were that meticulous regarding work experience that even a word counts, I think I could have avoided the misunderstanding that caused me a NER :(

I plan to reapply though. Do you think it is a good idea to request returning the application so that I could use the original documents I had sent. Or do I send a new application and send a cover letter explaining the original documents in my previous application??

With a receipt, at least I can apply reimbursement from my Univ. $550 is definitely not a small sum for us students.
How can you apply for reimbursement for your PR application fees? I hope to know so I can apply too.

I have changed my address the same way, but still I am waiting, I am a bit worry if they never change my address and my document
goes to my previous one. However in Login page it shows my new address. Could you please tell me to what email address should we send the email
regarding to address changing?
